Manassas City police were called to the intersection of Gateway Boulevard and Phair Way for a semi-truck that had been parked on the property for several weeks, around 9:55 a.m. Wednesday, Oct. 11, city police said.

When officers arrived they tried to make contact with the subject, Damien Lee, who would only speak with the officers through a vent in the truck, they said.

Lee had several active felony warrants out of Ohio, including one for the theft of the vehicle. He refused to comply with officers’ commands to leave the vehicle, and in turn, a Crisis Negotiation Team and Emergency Service Unit were called to the scene.

Negotiations continued for several hours but were unsuccessful. At approximately 5 p.m., ESU was able to reestablish contact and take Lee into custody. The investigation was ongoing.
